Rules: Standard TomTom rules, using the integers 1-5. Also, each cage must have a non-negative integer operation value (i.e., is equal to 0, 1, 2, 3, 4, …).
Answer String: Enter the 1st row from left to right followed by the 2nd row from left to right. Separate all rows with a comma.

This is certainly original. I have never seen anything like it before.
I do like the symmetry of rooms, but the puzzle is not original.
